Document Certification
What are the documents that need to be certified for MM2H application?
Legal documents such as copy of the marriage certificate, birth certificate, household registration / family registration certificate, adoption papers, custody letter, and police letter of no criminal record, etc. must be certified by a Malaysian Embassy abroad before we can use it for submission.
It is to ensure that the documents are genuine and not tampered with.
The following terms may be used interchangeably depending on the country and their legal system:

(Scenario 1) If I am already in Malaysia, how do I certify my marriage and birth certificates?
There are two ways to do that:

Option 1: Contact the country's Embassy that issue the marriage and birth certificates to apply for an extract or household registration / family registration certificate, OR,

Option 2: Certify on the photocopy:

Make a photocopy of the original marriage and birth certificates.

If the marriage and birth certificates are not in English or Malay, these documents have to be translated by professional translator certified by the country's Embassy first.

Make appointment with your own country’s Embassy or Ministry or Foreign Affairs – Request for your documents to be certified (Do ask what other documents need to bring with you to the Embassy).

Make appointment with the Malaysian Embassy / High Commission / Consulate. Bring your certified documents to the Malaysian Embassy / High Commission / Consulate for subsequent certification.

Note: This scenario does not apply to police letter of no criminal record (or Letter of Good Conduct) along with marriage and birth certificates and household registration / family registration certificate issued by China, Hong Kong, Taiwan, Brazil, Ireland, and United Kingdom.
Certification for documents issued by these countries can only be done at their respective country's Ministry of Foreign Affairs and Malaysia Embassy / High Commission / Consulate in their respective country (refer to Scenario 3).
(Scenario 2) I am currently out of Malaysia and staying in Country A, how do I certify my marriage and birth certificates that were issued by Country B?

Option 1 - Apply for Extract :

Contact Country B's Embassy in Country A to apply the extract.

Make appointment with the Malaysian Embassy / High Commission / Consulate in Country A. Bring your the extract to the Malaysian Embassy / High Commission / Consulate in Country A for certification.

Option 2 - Certify on Photocopy of Marriage and Birth Certificates:

Make a photocopy of the original marriage and birth certificates.

Make appointment with Country B's Embassy in Country A – Request for your documents to be certified (Do ask what other documents need to bring with you).
